From Our Council Commissioner...

Manpower seems to be the most critical element Commissioners face in attempting to carry out their responcibilities.Without an adequate number of Unit Commissioners, units do not get the service they

are entitled to receive under their unit's charter agreement.  It is our mission to assure that ALL of the units in the South Texas Council are served on a timely basis by a Commissioner. (In the absence of

a Unit Commissioner, the ADC or District Commissioner is charged with carrying out this responcible service function. This assures that a Commissioner is in touch with each unit on a monthly basis and

the unit receives an onsite visit at least once each 90 days.)

As a "helper" of the unit, the commissioner determines the health of the unit and takes action to provide the unit with the resourse or guidanance needed. Many units show symtoms of need,

but treating the symptom is like putting a bandaide on a faucet leak, its only temporary.  Commissioners need to determine the cause and, through personal knowledge or guidance and support from district/council resourses, aid theunit toward being able to carry out a quality Scouting program.

Individual with Scouting leadership experience make good commissioners, but so do other adults without Scouting experience that belive in the Scouting program and are committed to developing their knowledge of Scouting and serving others. Good interpersonal communication and counseling skills are a big plus in working within a volunteer environment.  Look around for past Scouting leaders, parents whose sons (or daughters) had a rewarding Scouting experience and current NESA members living in the area.  this will provide an excellant base for the commissioner

team.  Do not look toward current Cubmasters or other unit leaders that work directly with youth, they already havea primary Scouting position.

For every 5 Unit Commissioners (UC) there should be an Assistant District Commissioner (ADC) to assist them in their unit service duties.  Each District should also have  Cub Leader and Scout Leader Roundtable Commissioners and a Roundtable Staff .Where their are Venture Crews and Explorer Posts, additional Commissioner and Explorer Service Team Members are needed.

Recruit...Train...Empower...Review...And Support!

Yours in Scouting,

Dick Hedges
